On OBS advanced recording setting, set you should have listed Navi 21 VAAPI device (for 6900XT)
Rescaling should be off,
Don't forget to cut (with alt) the not streamed parts of the screen when cropping the capture size.
For decent local recording and not to bug file sizes, a good setting is:
Rate Control: CQP with QP at 30 (dynamic, avoids cornering stutters.) 0 impact on gaming.
