Step 1 - Create a CPU Core Affinity Binary Mask

Starts from the right, going to the left:
Note: I've used spaces to ease visualisation. Use Step 2 values for copy-paste.
Cores you do want to use are represented by a 1. Use 0 for "Do not use".

Use the first 16 cores (CCD 1):

Step 2 - Binary to Hex Converter

Go to https://www.rapidtables.com/convert/number/binary-to-hex.html
Copy one of the binary values below into the converter.

Use the first 16 cores:

Step 3 - Create a .bat file with your Hex Value

Replace FFFF with your desired hex value.
And don't forget to adjust the file path if your Steam location differs from the default one used below.

Note: Processes (like games) launched through launchers like Steam will inherent the CPU core affinity of the launcher.
Disable Steams autostart in the steam settings and exit it before using the command below.
Only launch Steam via the .bat file.

You can add the Steam.bat file to your Startup folder to get back the ability of automatically launching it after starting your PC.
The main startup folder path (shared by all users) is
%ProgramData%\Microsoft\Windows\Start Menu\Programs\StartUp
The user-specific path is
%APPDATA%\Microsoft\Windows\Start Menu\Programs\Startup

Create a Steam.bat file with the following text inside:

Step 4 - OPTIONAL - Change the affinity of a running process via Command Prompt

To change the affinity of a running process, copy and paste the below string into a Command Prompt (cmd.exe) window.
You will have to change the processes name firefox and affinity 65535 to your desired ones.
The command uses a decimal value for the affinity, which you can find with the converter of Step 2

Note: Do not attempt to use this string in powershell directly. It will not work.
