Binding Mouse Scroll to change volume levels

The simple solution! Thank you.
It is surprising how many Linux programs behave variably on different distros.
I have found the default scroll behaviour (no input.conf) is volume on kali but seek on debian, yet one OS is derived from the other!
Mine is not to reason...

To be honest, I have always found it strange that on Debian the default behaviour is the seek, how shall I put it, I found it unnatural!
