“Sir,
I have the honour to write that I have been able to get hold of a number of letters (copies enclosed) written by Mufti Zia-ud-Din, an externed from Poonch who has now set up his residence at [Masjid Wazir Khan] Lahore. The letters are self-explanatory and it seems that a clique is working underground and trying to foment the ideas of the [Ilaka] public.
It seems that the slogan for [Azad...?] has been [raised] persistently. What proportion of [attention] this clique has gained in the Punjab is difficult for me to say even reports of our [personally?] as [they?] [illegible].
However in this [letter] he directs [communication] with the [Fals?] [illegible] Department of H.H. [Maharaja] Government. It would seem [that] [inference] [in this regard] [illegible]. Further there is an indication that [names/affairs] will continue, and has [some] [intimation] to [use source of trust]. This has also reference to this office confidential letter No. [illegible] dated [25-3-?].
