Open Powershell as administrator and run
Import-Module 'C:\Program Files\Microsoft Virtual Machine Converter\MvmcCmdlet.psd1'
And after
ConvertTo-MvmcVirtualHardDisk -SourceLiteralPath d:\scratch\vmx\VM-disk1.vmdk -VhdType DynamicHardDisk -VhdFormat vhdx -destination c:\vm-disk1
