Es gewinnt bei CSS immer die genaueste Selektion wobei:

a.download-button ist genauer als a:not(.fy-button)
somit ist auch .fy-page-content a.download-button:hover genauer als .fy-page-content a:not(.fy-button):hover und gewinnt daher ;)
